Patrol coppers take regular calls and 'catch the real bad guys/criminals' on a daily basis....Their intrest
usually isn't in giving out traffic tickets.
"Traffic" cops are specifically assigned to do TRAFFIC enforcement therefore you might not catch as many breaks. Also traffic cops, from experience, give great evidence in court and know the HTA inside and out. Once heard a defence counsil give a big kudos to a traffic cop for the evidence he gave on the stand for the ticket the defence guy was representing. Defence then sat down and didn't ask a quesiton - conviction entered! OUCH.
