Actually, this law is not written in stone and is open to interpretation. There is many loopholes that will get you a ticket while at the same time, there is alot that will get your ticket thrown out too. Basically, it boils down to the officer's discretion as there is one law that covers everything about modification and that is anything an officer deems to be a destraction to another motorist is prohibited. This can range from somthing as simpel as undercar lights right up to the absolute absurd such as 'Your chrome is far to shiny'
There is many specific laws regarding lighting aswell, here is an example:
Broken dowm even more, the HTA has subsections which restrict the NUMBER of lights allowed on the car. There is even laws that dictate how BRIGHT lights can be.
Point is, Yes, they are illegal and NO, they are NOT illegal...
...it depends entirely on how tightly or loosly the officer wishs to follow the laws.
