Parking Lot Accident Questions

here is the fact situation:

my car is parked in a parking lot at work. i make it a point to park far away and in well lit places. despite that a woman (who is also an employee) backs her truck into my car even though it is not raining/snowing with clear conditions. the car is dark coloured, under and massive light standard, and the lot was freshly salted from friday's snow giving it a nice grey colour. even with all that contrast in the environment she still hits me. her excuse "i worked 12 hours and, i , um have tinted windows". right. now i know most will wanna say "well, at least she stayed". i can't comment on her intent since she was spotted by the security guard and could have been easily ratted out as a result.

here are my questions:

1. the lot is public (priate propoerty) and as i understand it accidents in public lots are split 50/50 through both party's insurance. however, i was not in my car, does this affect the claim?

2. while the lot is public it is different from say, a walmart parking lot, in that it is owned by the government. what effect does this have?

3. she has offered to not go through insurance, which i can understand but is unwilling to pay for a rental. the damage will not take 1 or 2 days to fix, we're talking upwards of a week. with the amount of travel i do, this just isn't going to cut it. if i go through insurance, i get a rental.

4. as i recall you do not have to file a police report if the damage is less than 1k. is there a time limit on this? say you find out 3 days later the damage is over 1k, can you then file a report? i ask b/c i assume there is a time limit to file.

5. she did leave the scene of an accident, does her leaving contact info exonerate her from this charge?

the person i'm dealing with is rather self concerned and so i want to know my options. her actions also lead me to believe that if there were no witnesses she would have just left.
