The jist of it is that it must comply with US or Canadian laws/regs but it can NOT be modified to conform it has to be built like that from the factory. The rule on vehicles 15 years old or older is that they can be modified to conform with the laws/regs at the time of manufacture. The vehicle still needs a letter of compliance from the manufacturer. If the vehicle was originally built for the Canadian and was sold in Canada before going to it's current location you will not have to modify or pay any fees (besides taxes on the purchase).
The best bet is to call RIV or Transport Canada and ask the questions there, they are usually very good with their answers.
