They don't have a "set" limit that the "have" to write, but as someone already mentioned, it is FROWNED upon to not write any traffic tickets when you're on traffic duty for 12 shifts a month and you didn't hand out one ticket. Will they fire you for it? Probably not, but think of it this way, you work at a unionized company and read the paper on the shitter for 2 hours every day and everyone else in the company finds out. Think that's going to get you a promotion any time soon? Might not get you fired due to circumstances under your employment agreement (would probably get you written up though...), but you're sure as shit not going to look good doing that.
Same sort of thing. Sure, don't write any tickets and let everyone off. Make yourself look like crap on purpose. Would you or anyone else want to do that in their job?
Bottom line is tickets provide income. Income is good. When you get let off it's because the cop chose NOT to write you a ticket and was able to let you off probably because he'd written tickets for 3 other people just before you so he could "afford" to be nice. I haven't met a cop yet that LOVED to give people the crap tickets on purpose. Shit, I got a ticket for failure to renew my license plate sticker 3 days AFTER my birthday which was on the first of the month! Did I think he was a jerk for writing me the ticket, yeah sort of, but I also understood why he probably had to write it for me. I was unlucky that time. Was pulled over for the same thing a couple years ago and I was let off 2 months after it was overdue.
Now, I renew it well before. Learned my lesson and have an extra $110.00 in my pocket every year.
