If you want to speak literally about it sure, you're correct.
All I'm saying is a "quota" does exist because no cop, not one, is going to go month after month not writing the acceptable amount of routine traffic tickets.
So in a literal sense, yes there is no carved in stone rule saying officer "x" has to write "y" amount of tickets each month.
There is however an acceptable median in which you must be above each month in order to not bring negative results back on yourself. This would be the, "What the hell were you doing out there on traffic duty this month Officer Smith?! You're telling me you couldn't find at least "y" amount of tickets to write?"
I don't know the exact amount, but I would guess it is specific to what city/area the officers are operating in.
