WHere have you read this^? As far as I know (my step father was a driving instructor, car/transport) "Merge" isn't even defined in the HTA.
Moot point, but over 90 on the on ramp would have put me ahead of 2 transports, and under 85 put me behind them. I'm over it, But I still do not believe I should have failed.
