Can we have a thread that stays on topic for once? Why the heck are you guys blabbing about oil filters??

Back to the topic at hand. You should be able to take the light cover without removing the headlight assembly. I had a MKIV Jetta for over 3 years and I have replaced bulbs without removing the headlight. I'm not sure however if you'll be able to vacuum up the broken bulb with just he cover off.

In case you need to remove the bumper, it is quite easy as silverstoned already said. First time around might take you 20 minutes or so but once you get used to it, it takes 5 minutest top. Make sure you have torx bits and you're good to go. Siverstoned's screw locations are pretty accurate, I think he forgot to mention the screws that attach your under engine cover to the front of the bumper. I believe there are 5 or 6 screws there, I don't remember as I had an aftermarket bumper most of the time.
