It's not hondas that rust, it's Canadian cars, scratch that, it's cars on the east coast that rust (fucking salt).
A bubble means rust. Usually, rusted thru. If you are planning on fixing it soon and you have cash, take a flat head and pop that bubble (litterally) and expose the metal. It's more then likely thru the metal at this point (honda's usually rust from the inside out in quarter panels, rust is always worst on the inside). Mark 6-8 inches around that bubble, and that's how much metal you SHOULD remove to declare that area safe again.
If you cant fix it now, leave it. Go see Jimmy and have it oil sprayed. It will seriously slow it down.
