Yup. Unfortunatly for us body work is the only work where a 'good deal' is NEVER a good deal. Unless you know a body man, you know he does good work, you know he bought good material and proper replacement metal and you know he welded it on right and didn't use 5 lbs of bondo, and you know he layed the paint nice, and he still charged you next to nothing, then it's the only time it's a good deal for it to be cheap.
When my dad 02 civic, in 02, got bumped in the back, Honda charged his insurance company around 900$ for a new bumper, painted stock silver with a new rear re-bar. That seemed like a good deal to me since it was a brand new car and parts were only available at honda.
A good body man is worth the money.
Also, I would like to note, that in my experience, bubbling usually happens on cars that have already been repainted, and it's usually a result of poor body work.
