Yup. If you can drive the car on it you can "pursue" on it. (on road, off road, on railway tracks, on sidewalks, etc). Contrary to popular belief, police do not need any of the ligts and sirens activate to drive fast, etc. The only people that have to take action when the lights are on is everyone else (pull over and stop in both directions) It is however a really good idea to use the lights/siren, in most cases.
Hey, if you 'witnesses' the pursuit, did you talk to the police at the scene? They probably would want to talk to you.
