you shave tires to reduce the amount of rubber in the blocks on the tread. The greater the depth of rubber (in the block), the hotter the tire will get when it is being used to to full potential. When it gets too hot the rubber starts to chunk and break off the tire.
Shaving keeps the heat down.
It depends what you're using the tire for too.. for track use it will often prolong use. Street use it would say it would greatly reduce the life.
Otherwise.. it could be for an AWD application...
