he's not part of the scare tactic. he is a part of the demographic this bill was created to stop. blantantly street racing with his 'friend' and he got caught. he deserve's it. the guy that was caught doing 174 kph on the highway with his 2day old car IS part of the scare tactic as he wasn't racing just being a dumbass and now is charged as streetracing and had it impounded.

IMO the penalty fits the crime, street race and we will take the car away from you. makes sense, you can't race without the car.
