Correct me if I'm wrong, but since the '81 is more than 20 years old, meaning emmission exempt, it doesn't need cat's, does it? Did they come with cat's stock? I have a friend with an '81 VW with no cat from the factory, and he was let go by the police because of the 20 year rule.

U have to have by law all the emision equipment on your vehical that it came with from the factory. 81 Z28's came with cat's from the factory so because he had them removed he was charged. The 20 year old rule is for having to go for a E-test only, it is still subseptable to road side checks.
