Actually Kyle, there is no law stating that it has to be under 95 dB.. Thats in California. I talked to a Sgt in Guelph(the one in charge of the blitz), and he was going let me look through a current copy of the HTA, as well as every other book he had in his office regarding safeties and emissions.
Plain and simple, THERE IS NO DB LAW IN ONTARIO. It is 100% the officers discretion. Anyone claiming to have proof of a law, its either not true or way out of date.
You are right about mufflers having nothing to do with emissions though, any cop claiming it does it flat out wrong.
You know why cops keep stopping people with loud exhausts?? Because they're CONSTANTLY getting complaints from average people about the noise, especially late at night. If you've got a loud exhaust, keep the revs down(especially late at night)... its not a hard concept to grasp. It has nothing to do with street racing, and everything to do with keeping the general public happy.
If you want to talk to the officer I spoke to, I can give you his name and number, hes on vacation until september though. If you want to second guess his opinion, I wouldn't, since he is a licensed car, truck and commercial vehicle mechanic on top of being a cop.
