seriously though, they are legal as long as the bulb itself is not visible... if you do a search, it's been covered before

Actually, this law is not written in stone and is open to interpretation. There is many loopholes that will get you a ticket while at the same time, there is alot that will get your ticket thrown out too. Basically, it boils down to the officer's discretion as there is one law that covers everything about modification and that is anything an officer deems to be a destraction to another motorist is prohibited. This can range from somthing as simpel as undercar lights right up to the absolute absurd such as 'Your chrome is far to shiny'
There is many specific laws regarding lighting aswell, here is an example:

Broken dowm even more, the HTA has subsections which restrict the NUMBER of lights allowed on the car. There is even laws that dictate how BRIGHT lights can be.

Point is, Yes, they are illegal and NO, they are NOT illegal...

...it depends entirely on how tightly or loosly the officer wishs to follow the laws.

I should also mention that if you ever get a ticket which is based upon a 'non-measureable' thing (such as a 'distraction' or even a 'noise complaint' ie muffler ticket) remember that discretion based upon ones own interpetation is subjective.

What is 'too blue' to one is completly white to another.
What is 'excessive nosie' may not be heard by another.
What is 'disctractive' to one may be unnoticeable by someone else.

All modifications will be done at your own risk. Do use your best judgment though as many of these laws, as annoying as they are, are for yours and everyone around you's safety.

my friend was told that he cant use the leds when flickering... i guess they have to stay solid
dont know if he got pulled over yet??

Actually the only colour you are 100% safe with is green, and it MAY NOT be flashing, as this is the colour for volunteer fire fighters. I'll pull the law sometime this week as I have it documented, but it's not with me.
