for no running.....start off with a very light coat, let it dry, continue for about 5 coats. Take your time and be patient

surface should be clean and free of oil/grease.

then you should scuff the surface with a low grit sandpaper.. (200 maybe?)

then many light coats as stated above following the directions on the bottle (ie: distance from surface)

i'd go with a 400 grit, not 200. i think 200 might leave some scratches after painting.

and right before painting (after sanding) i would use brake cleaner and some clean paper towels or rags to clean it.

i mean is it a tube, a solid chunk of metal or what? is there a threaded hole anywhere? a hole all the way through it?

theres most likely some sort of path to pass a string through, thats what i would do then tie it up in your garage or to a tree branch or something

either run string through one of the holes, or put a bolt in the threaded hole and tie it up by that.
