Unhappy Need help turn signals not working

i accidently touched the pos. and neg. together in that circuit and cant figure out why its not workin anymore. not sure if its a fuse or a relay. i think it might be flasher relay but not sure where its located. also when i turn the key to the ignition, none of the lights on the gauge come on ( battery, oil, engine) but the car starts fine. And also the 4 ways work fine. And its a 93 civic

check the fuses. there will be a fuse panel in the front of the car somewhere... check your owner's manual to find it. go through them one by one. the manual will also show you where the flasher is.
