I think there is lots of demand
Think about it build a track in between KW and Guelph. Is not only close to us, cambridge and guelph, but it will closer them TMP and St Thomas for eveyone in GTA !!! And that is a lot of cars. The track would have to be better(or atleast comparable to) Cayuga for that to happen... If it was only a mediocre track the guys from TO would drive right past, and continue on to Cayuga...
I'm not saying there isn't demand, but I doubt the demand is high enough to offset the initial costs... I'll try to look into where the track was outside of Acton... Back in the 60's or 70's... It was between Acton and Georgetown. Apparently it used to host all kinds of NHRA caliber races back then.
