the law is 22" from the center of the headlight, and also, no body part, like front lips, skirts, etc, should be lower the the distance from the bottom of the rim to the ground, ie, if u have 40 series tires, so about an inch from rim to ground, thats the limit,

No it won't...think about it. If the tire is inside the fender, what's it gonna rub on??? That's why some people have to roll their fenders, to have tuckage and no rubbing.

That is exactly what i was thinking. Some older BMW's (E36) i've seen have the rear wheels tucked as much as 3" under the fender and they don't rub whats so ever.
